Thanks to the consideration of the Party and State on Occupational Safety and Health (OSH) works, in order to cope with the requirements of production reality and the necessity of scientific and technical application in health care and protection activities for workers, on May 1st, 1971 the Government Council (today Government) had issued Decision No. 82/CP establishing the National Institute of Labour Protection (NILP) and entrusted Vietnam General Trade Union (today Vietnam General Confederation of Labour) to manage. The main tasks of NILP in the period were to assist Vietnam General Trade Union setting up scientific bases to support the State in compiling regulations, policies and standards on Labour Protection.
On May 1st, 1977, sub-institute of Labour Protection in Ho Chi Minh city and then on May 1st, 1979 sub-institute of Labour Protection in Da Nang city had been established respectively, in order to timely meet the requirement on OSH works in Southern provinces.
In the progress of industrialization and modernization of the country, the contribution of NILP in the overall development of the country has been highly appreciated by the Government and according to the actual competence of NILP the Government has issued Decision No 141/1998/ QĐ-TTg to recognize the Institute as one of the leading scientific and technical organizations of the State. In this Decision, the Prime Minister also assigned other supplemental functions to NILP in order to promptly satisfy the requirement of scientific and technological development on labour and environmental protection in the new period.
Integrating into global development and implementing the policy of developing the market economy follows to the socialist orientation of the Party and State, on 13 December 2006 VGCL’s Presidium has issued Decision No 2082/QĐ-TLĐ to approve the project of NILP’s conversion in accordance with Resolution No 115/2005/NĐ-CP dated on 5 September 2005 of the Government stipulating the mechanism of self-finance and self-reliance of public scientific technological organization. To implement this conversion project, NILP has gradually oriented its sections’ organizations follow to the direction of doing basic researches parallel with developing scientific technological applications on OSH&EP.
In Decision No. 17/2017/QĐ-TTg dated 29 May 2017 of the Prime Minister, the institute has officially changed its name from National Institute of Labour Protection (NILP) to Vietnam National Institute of Occupational Safety and Health (VNNIOSH) with the functions of scientific research to serve the management, deploying and applying scientific and technological findings of occupational safety and health and working environment under provisions of the law.
International Cooperation
The Vietnam National Institute of Occupational Safety and Health has established international cooperation relations in scientific research and information exchange with many organizations and institutes in the field of Occupational Safety and Health in the world.
