36 YEARS OF DEVELOPMENT OF SILEPS AND OSH ACTIVITIES IN THE COMING YEARS
Over 36 years of operation, from being a unit with initial infrastructure and key cadres and the support of the Vietnam General Confederation of Labour and the National Institute of Labour Protection (NILP), SILEPS (formerly NILP’s Sub-Institute in Ho Chi Minh City) has gradually built its action programme and implemented the assigned tasks in accordance with the socio-economic development, particularly in the southern region of the country.
PhD. Nguyen Dac Hien, SILEPS Director said that with the support of the upper leaders along with the efforts of the dedicated leaders and employees of the sub-institute, SILEPS has become a close and reliable “brand” for the production facilities and workers in the southern region.
So far, nearly 120 scientific research projects at different levels of the Vietnam Generation Confederation of Labour, Ho Chi Minh City Department of Science and Technology and provinces, hundreds of projects under implementation and application and thousands of projects on assisting the facilities in OSH consultancy, teaching and training show a process with many difficulties and advantages of a unit under the general confederation of labour.
Acknowledging the contributions of SILEPS cadres and employees to the implementation of the assigned tasks, the Prime Minister and the Vietnam General Confederation of Labour has been awarded the sub-institute a Third-Class Labour Medal and many flags and certificates of merit. SILEPS has been also awarded many prizes for its creative scientific and technological activities by the related agencies and sectors.
PhD. Nguyen Dac Hien also said that looking back at the path which the sub-institute had gone through and the practical lessons and experience, in the situation of socio-economic development, the leaders of the sub-institute always thought of how to build a contingent of cadres who are dedicated and qualified to carry out OSH work, how to make its contributions be recognized by the society and how to be self-control with its capacity.
He set forth the following targets that must be implemented:
– Step by step implementing the construction of a new headquarters along with building and maintaining the laboratories reaching national standards;
– Training new human resources to meet the requirements of the new situation;
– Proposing new research directions, selecting the fields and industries that are given research priorities and proposing the tools for analysis and deep assessment of specific technology of each manufacturing sector, machinery, equipment and production materials.
– Building programmes to study and complete the analysis and assessment of safety and hygiene techniques in the major industries;
– Focusing on researching the sectors with high risks in the levels of danger and harm (construction, mechanical engineering, electricity, chemical, processing of agricultural and aquatic products, working on the rivers, and craft villages).
– Studying scientific basis to supplement and develop OSH standards and regulations for the industries and new technologies;
– For the small manufacturing sector and rural production: Focusing on research to improve the working conditions and OSH in the agricultural services sector (farming and care) and the typical craft villages in the south (ceramics, bricks, tiles, weaving and handicrafts …)
– Researching and building the model of OSH management in accordance with the plan of managing the region and territory from the angle of approaching the system.
– Studying and proposing the construction of a standard system of information about OSH, management and statistics of occupational accidents and diseases to have reliable national data.
– Studying the improvement of the content and methods of communication and training, from basic training to the training of the skills of prevention of occupational accidents and diseases for the statutory objects.
– Researching and gradually working out OSH criteria associated with the socio-economic development criteria (construction of new rural areas, construction of new production methods …)
In the presence of the representatives of the Vietnam General Confederation of Labour, schools, institutes and departments in Ho Chi Minh City, many distinguished guests, the former leaders of the Sub-Institute of Labour Protection and Environment Protection in Southern Vietnam and the participants, PhD. Nguyen Dac Hien thanked those who had devoted affection, assistance and valuable contributions to the construction and development of the sub-institute over the past 36 years and wished them good health. They are a source of encouragement for SILEPS leaders to continue leading the sub-institute to advance steadily.
