Building a programme on the implementation of the Government’s scientific and technological strategy in OSH by 2020 – specific characteristics of the southern region

On behalf of the Presidium of the Vietnam General Confederation of Labour (VGCL), Dang Ngoc Tung, VGCL President attended the seminar and awarded the flags and certificates of merit to SILEPS in the presence of the representatives of the research institutes, universities, departments, sectors and trade unions of the provinces and cities and some former leaders of the National Institute of Labour Protection and SILEPS.

Dang Ngoc Tung gave a speech at the seminar. Here is an extract of his speech:

Dear comrades,

In recent years, the science and technology in OSH have made an important contribution to the development and institutionalization of the management tools of the State in labour protection, providing the businesses with effective solutions to protect the workers’ health and the surrounding environment.

Besides the basic advantages, the scientific research in OSH stills reveals shortcomings and limitations, notably the feasibility of practical application of the solutions; many new occupational particularities have not received adequate attention, including the industrial, agricultural and fishery sectors; the socio-economic effectiveness of OSH assurance measures has not been specified in some special fields of production, etc.

As a representative who cares for and protects the legal and legitimate rights and interests of the working class and workers, the Vietnam General Confederation of Labour has a very important role in labour protection. The Trade Union of Vietnam which is entrusted by the State to manage the National Institute of Labour Protection is the only scientific agency of our country in this field. In the period of promoting the national industrialization and modernization and international integration, in implementing the scientific and technological development strategy of the Government by 2020, the Vietnam General Confederation of Labour and the Ministry of Science and Technology have signed a program of coordinated activities in science and technology, in which focus is given to the scientific and technological research and development in OSH.

The standing committee of the Presidium of the Vietnam General Confederation of Labour has assigned NILP to build the scientific and technological research and development strategy in OSH by 2020 and vision 2030. Therefore, the building of this strategy should focus on the following points:

–      Properly defining the viewpoints, goals and solutions of each stage and the whole strategy;

–      Giving priority to the firm, comprehensive and modern development and the regional and international integration;

–      Rationally allocating the resources and investment to increase the effectiveness of the scientific and technological solutions for OSH and environmental protection;

–      Giving priority to the regional and international cooperation on the principle of mutual benefits. Actively contributing to the regional community and improving Vietnam’s position in the field of protecting the human resources and the environment.

Dear comrades,

At this seminar we wish to receive many opinions of the orientations for the scientific and technological development strategy in OSH to promote the national industrialization and modernization in general, and ensure OSH in the southern region with particularities in particular.

I hope that your analysis, discussions and suggestions at the seminar will be a practical contribution to help the Vietnam General Confederation of Labour and the related ministries/sectors build the scientific and technological research and development strategy in OSH in accordance with the trend of socio-economic development of the country and the international integration, helping promote OSH activities in general, and the scientific and technological research in OSH in Vietnam in particular, with the aim of ensuring the safety and health of the workers.
