Evaluating result of model application of safety culture at Hoa Nhon forestry product processing enterprise
Hoa Nhon Forestry Product Processing Enterprise is one of 04 members of Quang Nam Special Forest Products Export Joint Stock Company; main product is exporting wooden tables and chairs. The workforce is 150 persons; main workshops and areas include wood workshop, fitting workshop, storehouse for finished products, shawing workshop, heating workshop, sale shop for domestic customers, other buildings, trees areas and ways for transport. Recently, the production of the enterprise is facing with some difficulty; workforce is changed a lot and it affects on maintaining and conducting plan of production and OSH activities. As to be chosen and suggested applying model of safety culture, according to the director this is a good chance for the enterprise to raise awareness for every body on OSH and raising competiveness ability in the time of integration.

1. Preparedness for application of model:
– Conducting survey for all production areas of the enterprise; evaluating existing measures for protecting workers at workplaces;
– Checking legal documents related with OSH that enterprise has; reports and evaluation of OSH implementation of enterprise in the last few years (including planning, reporting and health records, etc.).
2. Implementing model
On the evaluation of existing OSH implementation of the enterprise investors had conducted training course on OSH for all including employer, managers and employees emphasizing on the content of safety culture at enterprise. Except it, the Institute also implemented following activities:
– Checking, classifying and providing for enterprise systematic legal documents on OSH that extremely needed;
– Consulting director to commit on policy of safety culture for enterprise;
– Building mechanism of co-responsibility and co-operation on OSH between employer and trade union and other unions within enterprise;
– Guiding how to integrate OSH with other activities of the enterprise in regular meeting. Every month enterprise’s leader evaluates OSH implementation, especially emphasized on shortages to be fixed so that it is able to raise awareness for everybody;
– Improving regulation and procedure of operating machines, equipment, safety signs, posters at workshops;
– Strengthening OSH activists network: at present each teamwork has one OSH activist and every week he/she makes report what is done related with OSH at workplace that he/she is responsible for;
– Setting up OSH corner: this is big effort of the investor group and enterprise’s leader. Although situation of enterprise is still hard but it reserves an area near canteen to set up OSH corner. Here there is arrangement of a TV with video head, 01 bookcase with documents related with OSH and some posters;
– After one year of survey and implementation of content of the project related with Safety culture, the group of investigators has held the workshop on 14th August, 2015 at enterprise’s office. On the achievement that gained at enterprise, all agreed that the level of safety culture of enterprise to get at category 3 (level of participation). Some suggestions that enterprise and sub-institute should continue to co-operate so that the level of safety culture increased to level 4 (level of co-operation).

Preparing documents and materials for OSH corner
Dr Do Tran Hai, General Director of NILP proposes management of company and the enterprise and OSH activist network should have proposals and give evaluation to the results of ongoing process of building safety culture at the enterprise; also give suggestion to overcome shortages and difficulty that they face with during the time of implementation of model so that it can be successful for other application in the future. The Sub-Institute continues to support enterprise in promotion ( providing film on OSH), health examination for workers, listing enterprise to those to be environmentally monitored annually.
Mr Phan Quang Dinh, President of Board of Directors of Quang Nam Export Special Forestry Products Company confirmed that this activity is actually useful to help improvement of OSH at enterprise, especially raising awareness not only employees but also management staff. In coming days, leader of company continues to support enterprise’s leader in investment and overcoming shortages and actively co-operate with Sub-Institute of Labour and Environmental Protection in Central area in OSH field. Leader of company wishes to widen the model for 04 enterprises belonging to the company in coming time.
