Viet Nam has ratified 18 Conventions (17 in force), including five core Conventions (C.29, C.100, C.111, C.138 and C. 182). It has recently ratified a Governance Convention, C.144 on tripartite consultations. Two other Conventions (C.184 and C.159) have been reviewed for possible ratifications. Ministry of Labour, Invalids and Social Affairs (MOLISA) has recently put forward a Roadmap for ratifications of ILO Conventions, in which it planned to review two core Conventions (C. 87 and C. 98) on freedom of associations and collective bargaining.

Besides the general review of relevant ILO Conventions, Vietnamese constituents have sought ILO technical guidance on how best Vietnam should look into these Conventions and Recommendations to solicit guidance for its national legal reforms. It expects that the Core and Governance Conventions such as the mentioned C. 87, C. 98 and C. 122 (on employment policy) could help guide Viet Nam’s on-going comprehensive reform process of both the Labour Code and Trade Union.

Viet Nam today faces challenges of how it should comply with the requirements of the ratified Conventions. The key to address the challenge is the active contribution and participation from all the tripartite actors (the Government, the Employers’ Organizations and the Workers’ Organization) and other stakeholders.
