Statistics Of Occupational Accidents In The First Half of 2015 in Vietnam

In August, 2015 Ministry of Labour – Invalid and Social Affairs (MOLISA) had informed industries and provinces about the occupational accidents in the first half of 2015 and also introduced essential measures to prevent incidents and accidents for the second half of 2015.

I. General situation

1. Number of occupational accidents

In the first half of 2015, there were 3.416 occupational accidents nationwide with 3.499 victims including 257 fatal accidents, 34 accidents causing more than two victims, 277 deaths, 680 serious injuries and 1.074 female victims.

2. Situation of occupational accidents in provinces

According to local reports, in the first half of 2015, 10 provinces having most occupational accidents named as follows: Binh Duong, Hai Duong, Quang Ninh, Dong Nai, Ho Chi Minh City, Ha Noi, Quang Binh, Long An, Binh Đinh and Ha Nam. Total number of fatal accidents in these provinces accounted for 42.96% of total deaths nationwide.

Some serious occupational accidents in the first half of 2015 can be listed as follows: (1) Scaffold collapse that happened at 19.50 on 25th March, 2015 causing 13 deaths and 29 injures at the construction site of Formusa Project, Vung Ang economic zone in Ha Tinh Province; (2) Coal pit collapse happened at 20.20 on 20th May, 2015 causing 02 deaths at Dong Trieu Coal Mining Enterprise in Uong Bi city, Quang Ninh Province; (3) Gas generator explosion happened at 02.50 on 8th March, 2015 causing 02 deaths at Hoang Ha Color Ceramic Joint Stock company in Kim Son Commune,  Dong Trieu Dictric, Quang Ninh Province.

II. Analysis of reasons for occupational accidents

According to unsufficient reports received from 63 provinces and cities across the country, in the first half of 2015 there were 257 fatal accidents. By 5th August, 2015 MOLISA  had received 92 investigation reports (106 deaths). The evaluation of MOLISA’s experts from analysing investigation reports of occupational accidents as following:

i. A lot of fatal accidents happened at the manufactoring and business sector

(a) Construction sector accounted for 30.4% of total occupational accidents and 37.8% of total deaths; (b) Construction materials production sector  accounted for 8.7% of total occupational accidents and 7.6% of total deaths;(c) Mechanics and engineering sector accounted for 8.7% of total occupational accidents and 7.6% of total deaths; Production and sale of electricity accounted for 7.6% of total occupational accidents and 6.6% of total deaths; Mining sector accounted for 6.5% of total occupational accidents and 6.6% of total deaths.

ii. Main injury factors causing high number of deaths

Falling and falling from height accounted for 26.1% of total incidents and 22.6% of total deaths; traffic accidents accounted for 20.64% out of total incidents and 18% of total deaths; falling objects, collapses and bury accounted for 18.5% of total incidents and 29.2% of total deaths; electrical shock accounted for 13% of total incidents and 11.3% of total deaths; rolling, clamp and wrapt by machines and equipment accounted for 6.5% of total incidents and 5.7% of total deaths.

iii. Main reasons causing fatal accidents.

a. Because of employer’s faults accounted for 56.6%

Employers have not yet set up occupational safety procedures and measures accounted for 26.1% of total incidents; no occupational safety training courses have been organised  for employees, accounted for 12% of total incidents; unsafe machinery and equipment accounted for 10.9% of total incidents and due to organisation’s fault accounted for 7.6% of total incidents.

b. Because of employee’s faults accounted for 17.1%

Employees violate occupational safety procedures and regulations accounted for 13% of total incidents; personal protective equipment not to be used accounted for 4.1% of all incidents;

c. The remain percent of 26.3% caused by different factors.

iv. Losses caused by occupational accidents

According to unsufficient data received from provinces and cities, material losses in the first half of 2015 (expenses for medicines, burial service, compensation for family victims,  etc.) was 38.85 billion VND; property damage was 2.4 billion VND. Total days off increased to 43.953 days.

III. Conclusion

The reported fatal accidents have been investigated in accordance with the laws and regulations. The investigation progress of fatal occupational accidents in provinces has been improved but still very slow. The received reports accounted for 35.8% of total fatal occupational accidents.

Basing on the situation and the reasons of occupational accidents in the first half of 2015 and in order to proactively prevent and limit occupational accidents in the coming time, the MOLISA suggests that:

1. Ministries, branches and provinces proactively inspect OSH activities of business establishments under their management, especially those have high potential risk of accidents, serious insidents and major construction sites, near recidential area and high density of population.

2. Enterprises should strengthen OSH activities, focus on auditing themself, prevent occupational accidents caused by height falls, falling objects, collapse and electrical shock; organise occupational safety and hygiene safety traing courses for employees.

3. Vietnam General Confederation of Labour strengthens promotion, mobilizes workers to conform regulations, rules and procedures of safety; workers are required to use PPEs that provided by employer in order  to minimise occupational accidents, ensure safety, health and life for workers.

4. Well implementing activities of the National OSH Program in 2015 for period of 2011-15 which was approved by Prime Minister according to Decision No. 2281/QĐ-TTg on 10th December, 2010 in order to achieve the objectives of the Program succesfully.
