The National Institute of Labour Protection to organize the Seminar on Safety Culture

On 10th November, 2015 the National Institute of Labour Protection (NILP) held the seminar: “Studying theorical & practical basis and building model of safety culture at enterprise in Vietnam” with the participaton of Mr Do Tran Hai – General Director of NILP, OSH experts, reserchers and representatives from enterprises such as Cao- Ngan Cement Joint Stock Company, Hoa Binh Corporation ,etc.

Giving words for starting the seminar, Mr Do Tran Hai, General Director of NILP, head of investigators of project, emphasized the results of applying model of safety culture for 04 enterprises by using 12 criteries to evaluate the level of safety culture (5 levels), participants made comments and shared experiences to help investigators to improve the contents of the safety culture model.

At the seminar, the head of each investigator group (4 groups) gave short reports on results of research applied to 04 companies including (i) Cao- Ngan Cement Joint Stock  Company, (ii) Hai Duong Pharmaceutical and Medical Equipment Joint Stock Company, (iii) Hoa Nhon Forestry Product Processing Enterprise and (iv) Cu-Chi Auto Factory under Saigon Transportation Mechanical Corporation MTV (SAMCO).

Among the 04 groups of investigators, two presented the results that gained at Cao- Ngan Cement Joint Stock Company and Hai Duong Pharmaceutical and Medical Equipment Joint Stock Company; the main results were: (1) promoting the benefit of building safety culture for staff and workers of the companies and initially providing concept of safety culture and creating the belief on success of building safety culture at the companies; (2) giving consultation on how to build mechanism of co-operation between leaders, managers and workers in OSH field; (3) giving consultation on how to organise promoting modes such as posters, banners, OSH conner, OSH comment sheets, introducing safety culture content into report at all level of management.

One year after survey and implementation, the group of investigators to Hoa Nhon Forestry Product Processing Enterprise held two workshops at enterprise to evaluate the results and the implementation of some measures to overcome shortages of building model safety culture. Investigators also handed over the questionnaires to workers for collecting their comments on the model of safety culture.

Based on 5- level evaluation of safety culture ( level 1: alarmed; level 2: managed; level 3: participated and level 5: continual improvement) the investigators at Cu-Chi Auto Factory recognised the effort of the factory in implementing rather well OSH activity and suggested the factory should persist its achievements.

At the seminar, the representative of Hoa Binh Corporation shared the experiences in implementing OSH at the corporation and hoped that safety culture would be soon applied widespread to many other enterprises. The representative of Cao- Ngan Cement Joint Stock  Company informed that the leader of company had signed the commitment to implement OSH activity at company and hoped that the building model of safety culture at company would help them to implement OSH methodically and professionally.

In conclusion, on behalf of managing staff of the project, Mr Do Tran Hai highly appreciated the effort of all investigators in implementing application of pilot safety culture model to enterprises with significant successes. He suggested that the groups of investigators should supplement comments of experts and scientists to the final report so that it would contain all the achievements of the project when applied to other enterprises.
