Nuclear Safety of nuclear power plant: Vietnam’s Perspective

In recent time, Vietnam has achieved a great progress in its plan to introduce nuclear power into national energy development strategy with the issuance of Strategy for peaceful uses of atomic energy up to 2020 (2006), Master Plan on Implementation of the Strategy (2007), Plan on National Electricity Development in the period 2006-2015 with refers to 2025 (2007), Atomic Energy Law (2009). Pre-Feasibility Study Report on Investment Project for the first nuclear power plant (NPP) in Ninh Thuan province which is planning to be submitted to the National Assembly for approval in this year. For an NPP, the public’s major concern is on its safety. NPP nuclear safety is ensured by administrative and technical measures. Administrative measures include establishment of an adequate and effective legal framework, independent regulatory authority on nuclear safety with adequate authorities and qualifications, system of supporting services for application of atomic energy, waste management and emergency preparedness and response at national level. There are such many technical measures to ensure nuclear safety but they generally are based on the principle of defense-in-depth, or, in other words, multiple-layer protection. According to this principle, safety shall be taken into account in all stages: design, manufacture, choice of materials, siting, construction, system design, technical system for emergency response, redundant measures, human education and training, building safety culture, inspection, maintenance, spent fuel management, waste dsposal. With their own responsibilities for national interests and safety of the public, relevant agencies and organizations should demonstrate their concern seriously, adequately, and comprehensively on the above mentioned issues, and the public, popular labors should foster their knowledge and understanding to formally be aware of issues and comment upon important decisions made by the Government and the National Assembly regarding national nuclear power policy. In this regard, it will ensure the protection of human health, environment and a sustainable development of the country.
